SUBMITTED UNDER THIS CATEGORY BECAUSE THE RIGHT ONE WOULDN'T LET ME SUBMIT TO IT!
I use Open Canvas 1.1 (which is a free program and you can get it here at [link] for the full guide of how to use OC1.1 check here at [link] ) for my doodles and then I transfer over to Photoshop. I use CS3 but I'm sure every PS has the "Posterize" option.
If you have any questions, please feel free to ask them.
The best files to save these as are PNGs. But if you're being MSpaint considerate, please think of saving as a GIF. Jpegs are awful and should never be used to save anything other than a digital photo taken from a camera.
This process can be used on just about any doodle no matter how big (just prepare for a LOT of cleanup) and can be used for other things other than just adoptable linearts.

Oh goodness, I just experimented to see how it would work on something I was currently working on, and posterize is magic. How did I never know of this before?
